There is a way of adding a PIN to your Google account.
It turns out that this is then used in Google Pay for the virtual card.
It's been proven to work using a contactless ATM. These may or may not be easily accessible, depending on where you live (not so much in UK, better in at least parts of Europe).
I'm not aware of anyone having used the PIN to authorise a point of sale transaction, but all suggestions are that it will.

It's quite easy to set. I've done it on my account. Click the link in step 1 under the Create a PIN heading.
